ÖZET
Amaç: Bu çalışmanın temel amacı, sağlık turizmi aracı kuruluşlarının bakış açısıyla sağlık turizminde yaşanan problemlerinin ve ihtiyaçlarının belirlenmesi ve önceliklendirilmesidir. Mevcut çalışmalardan farklı olarak doğrudan aracı kuruluşlardan veri toplanması ve analiz edilmesi bu çalışmanın literatür açısından önemini artırtmaktadır. Gereç ve Yöntemler: Bu çalışmada, doğrudan aracı kuruluşlardaki yöneticilerin görüşleri 3 turda tamamlanan Delphi yöntemi ile toplanmıştır. Bu kapsamda 138 katılımcıya ulaşmak hedeflenmiş ancak araştırmaya katılmayı kabul edip, sürece devam eden 25 katılımcının görüşleri alınabilmiştir. Tespit edilen sorunların en önemlilerinin ve birbirini etkileme durumlarının belirlenmesi için 2. kısımda DEMATEL yöntemiyle alanında uzman 6 farklı kişiden görüş alınmıştır. Bulgular: Araştırmanın 1. kısmında yürütülen Delphi tekniği sonucunda 33 farklı konuda yaşanan sorunlar beyan edilmiş ancak 10 tanesinde uzlaşı olduğu belirlenmiştir. Araştırmanın 2. kısmındaysa uzlaşı sağlanan konularla yapılan DEMATEL analizi neticesinde ise yabancı dil bilen kalifiye personel eksikliği, aracı kuruluşlarının tanınırlıklarının eksik ve kurumsallıklarının gelişmemiş olması, paydaşlar arasındaki iletişim ve koordinasyonun gelişmemiş olması, etkin pazarlama faaliyetlerinin yürütülememesi, diğer sorunları da etkileyebilen sorunlar olarak belirlenmiştir. Sonuç: Nihai olarak sağlık turizminin geliştirilebilmesi için tek bir soruna odaklanmanın ötesinde bütüncül bir bakış açısıyla mevcut sorunların önceliklerine göre beraber değerlendirilmesi gerekir. Öncelikli olarak yabancı dil eğitiminin ve paydaşlar arasındaki koordinasyon ve iş birliğinin geliştirilmesi için Türk Sağlık Sistemi markası çatısı altında her bir aracı kuruluş sisteme kaydedebilir ve sağlık turizmi hizmet sunum süreçlerinin tüm verileri, bilgi işlem sistemlerine kayıt edilerek sürecin daha etkin ve verimli yönetimini sağlayan platformlar geliştirilebilir. Böylece bir diğer önemli kriter olan fiyatlamadaki düzensizliklerin de sürekli takibi yapılarak, standardize edilebilmesi sağlanabilir.

ABSTRACT
Objective: The main purpose of this study is to identify and prioritize the problems and needs in health tourism from the perspective of health tourism intermediary institutions. Unlike existing studies, collecting and analysing data directly from intermediary institutions increases the importance of this study in terms of literature. Material and Methods: In this study, the opinions of managers in intermediary institutions were collected using the Delphi method, which was completed in 3 rounds. In this context, it was aimed to reach 138 participants, but the opinions of 25 participants who accepted to participate in the research and continued the process could be obtained. In order to determine the most important of the identified problems and how they affect each other, in the second part, opinions of 6 different experts in the field were taken with the DEMATEL method. Results: As a result of the Delphi technique carried out in the first part of the research, problems experienced in 33 different subjects were declared, but it was determined that there was consensus in 10 of them. In the second part of the research, as a result of the DEMATEL analysis conducted with the agreed subjects, it was found that the lack of qualified personnel who speak foreign languages, the lack of recognition and the undeveloped institutionalism of the intermediary institutions, the lack of communication and coordination between the stakeholders and the inability to carry out effective marketing activities can affect other problems and these are determined as priority problems. Conclusion: Ultimately, in order to develop health tourism, the existing problems should be evaluated together according to their priorities with a holistic point of view beyond focusing on a single problem. First of all, in order to improve foreign language education and coordination and cooperation between stakeholders, each intermediary institution under the Turkish Health System brand can be registered in the system and all data of health tourism service delivery processes can be recorded in data processing systems, and platforms that enable more effective and efficient management of the process can be developed. Thus, by constantly monitoring the irregularities in pricing, which is another important criterion; can be standardized.

1. TERMS OF USE

1.1. 4.2. People benefiting from the services provided by "Turkiye Klinikleri" and using the website can use the "SITE" only according to the law and only for personal reasons. Users have the criminal and civil liability for every process and action they take in the "SITE". Being late or failure of performance or non-defaulting of this and similar cases like this will not be the case from the viewpoint of "Turkiye Klinikleri", and "Turkiye Klinikleri" will not have any damage liability for these situations. "Force majeure" term will be regarded as outside of the concerned party's reasonable control and any situation that "Turkiye Klinikleri" cannot prevent even though it shows due diligence. Also, force majeure situations include but not limited to natural disasters, rebellion, war, strike, communication problems, infrastructure and internet failure, power cut and bad weather conditions.

8. LAW AND AUTHORISATION TO FOLLOW

Turkish Law will be applied in practicing, interpreting the hereby "Terms of Use" and managing the emerging legal relationships within this "Terms of Use" in case of finding element of foreignness, except for the rules of Turkish conflict of laws. Ankara Courts and Enforcement Offices are entitled in any controversy happened or may happen due to hereby contract.

9. CLOSING AND AGREEMENT

Hereby "Terms of Use" come into force when announced in the "SITE" by "Turkiye Klinikleri". The users are regarded to agree to hereby contract terms by using the "SITE". "Turkiye Klinikleri" may change the contract terms and the changes will be come into force by specifying the version number and the date of change on time it is published in the "SITE".
