ÖZET
Bu çalışma, hasta haklarının ihlali durumunda, şikâyet başvurularının kimler tarafından, hangi düzeylerde, hangi şikâyet kategorilerinde yapıldığı, yıllara göre değişip değişmediğinin ve tanımlayıcı özellikler açısından değerlendirilmesi amacıyla yapılmıştır. Çalışma kapsamında, 2015-2019 yılları arasında yapılan şikâyet başvurularına istinaden İl Sağlık Müdürlüğü tarafından incelenen 400 dosyanın analizi yapılmıştır. Çalışma; retrospektif, kesitsel ve tanımlayıcı niteliktedir. Şikâyet başvurularının %53,5'i erkekler ve %64,5'i hasta yakınları tarafından yapılmıştır. Ayrıca şikâyetlerin %62,3'ünün zararla sonuçlanan durumlardan kaynaklandığı belirlenmiştir. En fazla şikâyet başvuruları, adli mercilere suç duyurusu şeklinde olmuştur. Başvuruların çoğunluğunun, sağlık hizmetlerinin kalitesini etkileyecek durumların ihlalinden kaynaklandığı (%50,2) belirlenmiştir. Çalışmada, şikâyet başvurularının cinsiyete, yakınlığa ve hizmet alınan kuruma göre kısmen farklılık gösterdiği belirlenmiştir (p0,05). Bu çalışmanın, sağlık yöneticileri ile sağlık çalışanlarının hasta hakları ihlali durumunda, şikâyet başvurularına farkındalıklarının artırması ve önleyici tedbirler almalarına katkı sağlaması beklenmektedir.

ABSTRACT
This study was carried out in order to determine who made complaints, in what levels, in which categories of complaints, whether or not they have changed by years in case of violation of patient rights, and to evaluate them in terms of descriptive characteristics. Within the scope of the study, it was analyzed 400 files based on the complaints examined by the Provincial Health Directorate between 2015-2019. The study was retrospective, cross-sectional and descriptive. 53.5% of complaints were made by men and 64.5% were by relatives of patients. It was also determined that 62.3% of the complaints were caused by situations that resulted in disservice. Most complaints were in the form of criminal complaints to the judicial authorities. It was found that the majority of applications were due to violations of situations that would affect the quality of health services (50.2%). In the study, it was determined that the complaints were partially different according to the gender, the applicant and the institution receiving the service (p0.05). This study has expected to increase the awareness of healthcare managers and employees in complaint applications in case of violation of patient rights and contribute to preventive measures.

1. TERMS OF USE

- Providing structural, statistical and editorial support to article preparation stage for scientific journals.

4. GENERAL PROVISIONS

4.1. "Turkiye Klinikleri" is completely free to determine which of the services and contents provided in the "SITE" will be charged.

4.2. People benefiting from the services provided by "Turkiye Klinikleri" and using the website can use the "SITE" only according to the law and only for personal reasons. Users have the criminal and civil liability for every process and action they take in the "SITE". Every USER agrees, declares and undertakes that they will not proceed by any function or action infringement of rights of "Turkiye Klinikleri"s and/or other third parties', they are the exclusive right holder on usage, processing, storage, made public and revealing any written, visual or auditory information reported to Turkiye Klinikleri" and/or "SITE" to the third parties. "Force majeure" term will be regarded as outside of the concerned party's reasonable control and any situation that "Turkiye Klinikleri" cannot prevent even though it shows due diligence. Also, force majeure situations include but not limited to natural disasters, rebellion, war, strike, communication problems, infrastructure and internet failure, power cut and bad weather conditions.

8. LAW AND AUTHORISATION TO FOLLOW

Turkish Law will be applied in practicing, interpreting the hereby "Terms of Use" and managing the emerging legal relationships within this "Terms of Use" in case of finding element of foreignness, except for the rules of Turkish conflict of laws. Ankara Courts and Enforcement Offices are entitled in any controversy happened or may happen due to hereby contract.

9. CLOSING AND AGREEMENT

Hereby "Terms of Use" come into force when announced in the "SITE" by "Turkiye Klinikleri". The users are regarded to agree to hereby contract terms by using the "SITE". "Turkiye Klinikleri" may change the contract terms and the changes will be come into force by specifying the version number and the date of change on time it is published in the "SITE".
