ÖZET
Avrupa Konseyi, Türkiye'nin de 1949'dan beri üyesi olduğu uluslararası bir örgüttür. Avrupa Konseyi'nin 1970'lerde başladığı biyoetik alanındaki çalışmaları, Biyoetik Komitesi (DH-BIO) tarafından yürütülmektedir. 1976 yılında Avrupa Konseyi Parlamenter Meclisi tarafından, hasta ve ölmekte olan kişilerin haklarını konu alan önerge ve tavsiye kararı yayımlanmıştır. Komite'nin biyoetik alanındaki en önemli çalışması, İspanya'nın Oviedo kentinde 4 Nisan 1997 yılında imzaya açılan ve 1 Aralık 1999 tarihinde yürürlüğe giren Biyoloji ve Tıbbın Uygulanması Bakımından İnsan Hakları ve İnsan Haysiyetinin Korunması Sözleşmesi: İnsan Hakları ve Biyotıp Sözleşmesi (Oviedo Sözleşmesi)'dir. Bu Sözleşme'ye ek protokoller de alanla ilgili son derece önemli normatif katkılardır. Günümüzde Konsey'in ilgilendiği temel konular, embriyo ve fetüs, klonlama, biyomedikal araştırmalar, gelişen teknolojiler, yaşamın sonu, genetik, psikiyatri, organ aktarımı ve biyobankalardır. Bu makalede, Avrupa Konseyi'nin tarihçesi, ülkemizin Konsey ile ilişkileri ve biyoetik alanındaki normatif etkinlikleri ayrıntılı olarak irdelenmiştir.

ABSTRACT
The Council of Europe (CoE) is an international organization which Turkey is a founding member since 1949. CoE's studies in the field of bioethics launched in 1970s and carried out by a Bioethics Committee (DH-BIO). In 1976, the CoE issued a resolution and a recommendation by the Parliamentary Assembly on the rights of sick and dying people as the samples of the very first documents on bioethical issues. The most important and well known work of the Council in this field is the Convention for the Protection of Human Rights and Dignity of the Human Being with regard to the Application of Biology and Medicine: Convention on Human Rights and Biomedicine (Oviedo Convention) which was opened for signature on April 4, 1997 in Oviedo, Spain and entered into force on December 1, 1999. Additional protocols to this convention are also important normative contributions to the field. Nowadays the main issues that the Council is interested in are as follows; embryo and fetus, cloning, biomedical research, emerging technologies, end of life, genetics, psychiatry, organ transplantation and biobanks. In this article, the launching history of the CoE, Turkey's relations with the Council and its normative activities in the field of bioethics are examined in detailed.
