ÖZET
Bu çalışma, Türkiye'de yeni nesil psikoaktif maddelerin (NPS) kullanımında son 10 yılda yaşanan değişimleri incelemekte ve bu maddelerin halk sağlığına yönelik oluşturduğu tehditlere odaklanmaktadır. NPS'ler, mevcut yasal düzenlemelerin kontrol alanı dışında kalan, ancak halk sağlığı ve güvenliği için ciddi riskler teşkil eden maddelerdir. NPS'ler, özellikle toksisite seviyelerinin bilinmezliği ve hızla değişen yapıları nedeniyle hem tespiti hem de kontrol altına alınması zor olan maddeler arasında yer almaktadır. Türkiye'de NPS ile mücadelede ulusal ve uluslararası düzeyde çeşitli stratejiler uygulanmakta olup, bu maddelerin tespiti, izlenmesi ve kontrol altına alınması amacıyla Avrupa Birliği Uyuşturucu Ajansı ve Türkiye Uyuşturucu ve Uyuşturucu Bağımlılığı İzleme Merkezi gibi kurumlar önemli roller üstlenmektedir. Son yıllarda özellikle ''Bonzai'' gibi sentetik kannabinoidler Türkiye'de yaygın olarak kullanılmış ve ciddi sağlık sorunlarına yol açmıştır. Çalışma, Türkiye'de NPS ile mücadelede yasal düzenlemelerdeki gelişmeleri ele almakta, bu süreçte ulusal mevzuatın sıkılaştırılması ve kurumlar arası işbirliğinin artırılmasına dair öneriler sunmaktadır. Ayrıca, koronavirüs hastalığı-2019 pandemisinin NPS kullanımı üzerindeki etkileri analiz edilmekte ve pandeminin getirdiği sosyal değişimlerin madde kullanım eğilimlerini nasıl etkilediği irdelenmektedir. Türkiye'de NPS ile ilgili tedavi hizmetleri ve bağımlılık alanındaki gelişmeler de bu çalışmanın önemli bir parçasını oluşturmaktadır. Sonuç olarak, Türkiye'de NPS kullanımı ile mücadelede elde edilen deneyimlerin ve uygulanan stratejilerin, gelecekteki politikaların şekillendirilmesine önemli katkılar sunacağı düşünülmektedir. Bu çalışma, Türkiye'deki NPS ile mücadeleye yönelik geniş kapsamlı bir değerlendirme sunarak, halk sağlığını koruma yönündeki politikaların geliştirilmesine ışık tutmayı amaçlamaktadır.

ABSTRACT
This study examines the changes in the use of new psychoactive substances (NPS) in Türkiye over the past decade, focusing on the public health threats posed by these substances. NPS are substances that fall outside the scope of current legal regulations but pose serious risks to public health and safety. Due to the unknown toxicity levels and rapidly evolving structures of NPS, they are challenging to detect and control. Various national and international strategies are implemented in Türkiye to combat NPS, with institutions such as the European Union Drugs Agency and the Turkish Monitoring Centre for Drugs and Drug Addiction playing key roles in detecting, monitoring, and controlling these substances. In recent years, synthetic cannabinoids like ''Bonzai'' have become prevalent in Türkiye, leading to serious health issues. This study addresses developments in legal regulations in Türkiye's fight against NPS, offering recommendations for tightening national legislation and enhancing inter-agency cooperation. Additionally, the impact of the coronavirus disease-2019 pandemic on NPS use is analyzed, exploring how social changes brought about by the pandemic have influenced substance use trends. Treatment services and advancements in addiction care related to NPS in Türkiye are also integral parts of this study. In conclusion, it is anticipated that the experiences gained and strategies implemented in Türkiye's struggle with NPS will significantly contribute to shaping future policies. By providing a comprehensive assessment of efforts against NPS in Türkiye, this study aims to guide the development of policies aimed at protecting public health.

1.2. The owner of the "SITE" is Ortadoğu Advertisement Presentation Publishing Tourism Education Architecture Industry and Trade Inc. (From now on it is going to be referred as "Turkiye Klinikleri", shortly) and it resides at Turkocagi cad. No:30, 06520 Balgat Ankara. 2.2. USER: A natural person or a legal identity accessing to the "SITE" through online settings.

2.3. LINK: A link enabling to access to another website through the "SITE", the files, the context or through another website to the "SITE", the files and the context.

2.4. CONTEXT: Any visual, literary and auditory images published in the "Turkiye Klinikleri", "SITE" and/or any website or any accessible information, file, picture, number/figures, price, etc.

2.5. "USER CONTRACT": An electronically signed contract between a natural or a legal identity benefiting from special services "Turkiye Klinikleri" will provide and "Turkiye Klinikleri".
